This position is also responsible for leading the continual improvement efforts and training related to Engineers and Geoscientists of British Columbia (EGBC) Organizational Quality Management Program and Lean Six Sigma methodology to drive transformational change and provides recommendations to create and impact processes and duties for all staff across the department.</p> <p>The position reports to the Branch Manager, Engineering Strategy and Standards (ESS) and manages a team comprised of Quality Engineers and Project Managers. The Manager, Quality Assurance collaborates with Executives, Directors, Branch Managers, senior Engineers and Superintendents in leading quality management systems certification efforts (e.g., ISO 9001), the quality assurance and business optimization initiatives, and audit and control processes throughout the department.</p> <p><strong>Specific Duties and Responsibilities</strong>&nbsp;</p> <ul> <li>Develops, recommends and leads the ISO 9001 certification requirements and the implementation of quality assurance strategies, policies and standards across the department</li> <li>Leads the sustainment, expansion and certification of the EGBC Organizational Quality Management (OQM). &nbsp;Monitors and reports on compliance activity and results, including liaising with and reporting out to internal stakeholders</li> <li>Ensures effective implementation of Document Control and other project level controls</li> <li>Supports the maintenance and continuous improvement&nbsp; process of the Project Management Framework (PMF) with a focus on quality management, project controls and integration of OQM and PMF</li> <li>Leads large scale (i.e., Lean Six Sigma black belt level) cross-branch continuous improvement projects</li> <li>Leads and conducts QMS audits, and prepares annual audit reports and presents &nbsp;findings to senior management</li> <li>Identifies business process improvements to enhance operational effectiveness and &nbsp;makes recommendations for efficient use of resources</li> <li>Conducts and facilitates training and collaborative workshops and provides on-going training support to the department</li> <li>Develops quality based performance metrics, and works with Branch Managers and Directors to manage and improve project and program performance</li> <li>Other duties/responsibilities as assigned</li> </ul> <p><strong>Minimum Qualification Requirements</strong></p> <p>Education and Experience:</p> <ul> <li>Completed Bachelor&rsquo;s degree in Engineering with ten years of experience in leading and conducting quality audits for civil infrastructure projects, or an equivalent combination of education, training and experience</li> <li>Considerable experience in quality assurance and quality management, performance measurement, process improvement and control risk assessment</li> <li>Considerable experience with managing ISO 9001:2015 including certification and implementation</li> <li>Minimum 5 to 7 years of experience leading and managing staff</li> <li>Lean Six Sigma Green Belt certified&nbsp;(Lean Six Sigma Black Belt considered an asset)</li> <li>Considerable experience in applying quality processes in a Project Management Framework is an asset</li> <li>Project Management Professional (PMP) certification considered an asset</li> </ul> <p><strong>Knowledge, Skills and Abilities:</strong></p> <ul> <li>Extensive working knowledge of quality tools and techniques (e.g., basic quality tools, Failure Mode and Effects Analysis, Root Cause Analysis, 8D Problem Solving, Control Plan)</li> <li>Excellent understanding of business processes and related controls</li> <li>Strong analytical and problem solving skills; Strong interpersonal, oral, written and presentation and facilitation skills</li> <li>Effective project management skills; capable of multi-tasking and moving a number of different agendas to successful conclusion</li> <li>Proven ability to prepare/review complex audit statements and reports and to assist and advise the department on financial, operational and role issues</li> <li>Demonstrated ability to understand civil infrastructure engineering works (e.g., planning, design and construction integration)</li> <li>Strong proficiency in the use of office productivity tools (e.g., Windows, Office 2010, MS Project)</li> </ul> <p><strong>Business Unit/Department:</strong>&nbsp;Engineering Services<br /> <strong>Affiliation:</strong>&nbsp;Exempt&nbsp;<br /> <strong>Employment Type:</strong>&nbsp;Regular Full Time<br /> <strong>Position Start Date:&nbsp;</strong>October 2019</p> <p>Please apply directly to&nbsp;<a href="https://jobs.vancouver.ca/job/Vancouver-Manager-Quality-Assurance-Brit/573199800/">https://jobs.vancouver.ca/job/Vancouver-Manager-Quality-Assurance-Brit/573199800/&nbsp;</a></p> <p>&nbsp;</p> <p>&nbsp;</p> <p>Application Close: September 18, 2019</p> <p>We thank all applicants for their interest.
