The Vancouver Fraser Port Authority (the “Port Authority”) is a shared steward of the federal lands and waters that make up the Port of Vancouver (the “port”). Its mandate is to enable Canada’s trade through the Port of Vancouver, while protecting the environment and considering local communities. The Port Authority is governed by an independent board of directors and is accountable to the federal minister of transport under the Canada Marine Act.

The Port Authority is expecting to receive environmental approvals for the construction of Roberts Bank Terminal 2 (RBT2) project in 2022.

A newly created position, the Vancouver Fraser Port Authority is seeking a Director, RBT2 Program Controls (“the director”) to establish and manage project control processes and systems for RBT2 and its related projects (the “RBT2 Program”). There are four major project streams within the RBT2 Program, including the construction of the land mass and wharf, environmental enhancement projects designed to off-set any project impacts, road and rail access to the terminal on an expanded causeway, and the concession and selection of a terminal operator who will invest in equipment and facilities to make the terminal operational. The new director will work within the context of the Port Authority’s Project Controls Department to set up and manage project budget, schedule and scope for each of these project components within the Program. The director will also lead a risk management team for the Program, including managing mitigations, cost analyses and simulations. The director will build out a team of cost, contracts, risk planning & scheduling, document/information management, and quality.

The ideal candidate will bring the demonstrated ability to create and manage new project controls systems and processes to support complex civil construction and/or infrastructure projects of at least $200 million. Preferably specialized in an industrial sector, such as transportation, mining, power generation, oil and gas or municipal services while being able to identify and assess risks associated with major projects.
