BCCNM is the college empowered under the Health Professions Act to regulate the practice of all licensed practical nurses, nurse practitioners, registered midwives, registered nurses, and registered psychiatric nurses in British Columbia. What you’ll be doing

Reporting to the Manager, Project and Process Supports, The Project Manager II (PMII) liaises with internal and external business stakeholders and/or technical teams in managing the scope, schedule, resourcing, communication and issue escalation for assigned projects. The PM II oversees multiple medium to large size projects with high complexity & risks, scope, budget and/or impact. The PM II efficiently coordinates people and processes to ensure that projects are delivered on time and produce the desired business value.

Key responsibilities include:

  • ​​​Based on project selection and prioritization procedures, develops detailed project plans and manages flawless executions of projects delivered on time and within budget and scope.
  • Working with key project stakeholders, defines the vision, scope, and goals of assigned projects and ensures that project plans reflect capacity to achieve established quality assurance standards and service level expectations.
  • Works with key business stakeholders and business analyst(s) to develop business case and/ or project charter and develop a Work Breakdown Structure (WBS) with identified dependencies.
  • Proactively assembles and leads project teams consisting of the appropriate mix of stakeholders and internal resources. Manages resource allocation, ensuring resource availability and a high level of team collaboration.
  • Facilitates scrum meetings for iterative project delivery including sprint planning and retrospectives.
  • Works with business analyst(s) to create, manage and prioritize the project backlog, delegating backlog item work to project team members. Removes roadblocks for the project team and continually balances team capacity and velocity to optimize project productivity.
  • Proactively tracks project deliverables and manages resource allocation. Uses appropriate verification techniques to manage changes in project scope, schedule, and costs. Monitors budgets, variances and provides forecasts. Identifies, escalates, and mitigates risks to the project scope as needed to closely manage project quality. Escalates critical risks to the appropriate stakeholders and/or the Manager, PPS for consideration and decision.
  • Coaches and engages project team members to take ownership and supports innovative solutions. Facilitates effective collaboration and communication within and across teams. Upholds a high standard of work quality, organizational performance, and continuous learning.

 

Your education & skills ​

  • ​Bachelor’s Degree in Information Systems, Computer Science, Business Administration, or related discipline, plus at least 5-7 years recent project management related experience; or the equivalent combination of experience and education.
  • PMP / PRINCE II certification or candidate for certification. Certified Scrum Master and ITIL certifications are desirable.
  • Excellent oral, written, and interpersonal communication skills; ability to use audience-appropriate communication and language to present information and convey concepts.
  • Ability to work collaboratively and effectively in a team setting as well as independently demonstrating initiative and resourcefulness.
  • Excellent problem solving and analytical thinking skills.
  • Solid organizational skills including attention to detail and multi-tasking skills. Ability to manage concurrent projects and activities.
  • Demonstrated experience with business process re-engineering and business transformation projects.
  • Demonstrated experience of project management and agile methodology and best practices. Experience managing agile IT projects is an asset.
  • Strong negotiation and conflict management skills; ability to dynamically seek solutions and resolve conflicts.
  • Ability to establish and maintain strong relationships with stakeholders with varied business and systems knowledge; ability to understand and manage the customer expectations.
  • Flexible, able to quickly adapt to unfamiliar, ambiguous, or changing conditions.
  • Advanced skills in creating documents and spreadsheets using Word, Excel, PowerPoint, and Visio.
  • Working knowledge in SharePoint and Microsoft Project. Experience working with MS Dynamic CRM is an asset.
  • Proven working knowledge and/or experience with change management frameworks is an asset.
  • Ability to effectively monitor and communicate changes in scope throughout project lifespan to key stakeholders in a timely fashion and ensure team members and stakeholders are adequately informed of progress and significant issues.
